An Owner is the user assigned as responsible for editing and maintaining a PolicyStat policy. Document Owners will always have edit permissions on their specific document(s), will receive email notifications on documents due for review, and will start the review process when needed.
To be an Owner, you must be assigned as such within a policy's properties section. Each policy can only have one assigned Owner, so that user becomes the user ultimately responsible for the policy regardless of the number of users in the assigned approval workflow.
If you have permissions to create policies on your site, you will be automatically set as the Owner by default. This property can be changed any time the policy is modified.
