Once a Draft, for either a new policy or a policy undergoing a review, is considered complete, a user with "Can Create and Edit" Permissions(Owner, Approver, Area Editor, Area Manager , Site Administrator) starts the Approval Workflow process.
Important: If the owner has no permissions for any category, if the category is not changed from the previous version of the policy then they are allowed to start approvals with that same category. It's like being grandfathered in

If the wrong workflow was chosen and a different workflow needs to put in place, the approval process must be restarted. The change to the new workflow cannot be made by Administrative Override.
Required Summary of Changes
For Drafts with any changes from Active policies, a Summary of Changes is required, with a minimum of 8 characters. This is not required for new policies or drafts without any changes.
